I have an idea for a turn signal timing circuit that would cause the signal to strobe rapidly and go from dim to bright for about the first second and then blink normally. By 'strobe rapidly' I mean like the strobe lights you'd see on emergency vehicles. Is a strobe of that frequency legal in SC? I've been googling and can't find any guidance on it.

as long as they arent red or blue, they're legal

Or white :D
Sounds like the flush mount blinkers that they already sell. Although it strobes on every flash. I can't remember the name of them. I'll look them up and post it here. But if you think you could make a circuit to do so, and make it small.. I'm sure I'd like to get one. I already have the flush mounts and I like the ones that are there, so I don't want to pay the price of the fancy ones that I was just talking about. It has 3 different settings depending on how you wire it. Strobe, normal, and fade.

That's pretty cool. Yeah that's close to what I'm thinking...this is partially something cool for the bike and mostly just a refresher electrical project I want to do. :D
What do you think it would cost to do something like that on your own circuit? Don't forget weatherproofing :D

most of the cost would just be my time making it. I could probably ballpark it at around $40 in parts, I dunno. Haven't checked component prices in a long time.
Keep me updated :D I want to learn a new trick or two.
