I think you are right. It looks like a moped. This guy was lucky in sooo many aspects; his body missed the 4" parking curb, he went between the poles, and his back hit the car, and not his head. Lucky lil dork. It looks like he was wearing a cop style open face helmet that was not strapped on.:doh:
